I cannot register to obtain a MO Employer Account Number until I have paid at least $1,500 out in wages for MO??? How do I pay wages if I cannot set up payroll??

You need to register successfully so you'll be able to secure your Employer Account number and pay wages to your employees. I'm here to share with you some insights about the registration. 

To register for Missouri Employer Account number, you can go to this link: https://dor.mo.gov/registerbusiness/. Once your registration is successful, you'll receive a confirmation number at the end of the process. 

Otherwise, you can call your state to check with them why your application was not successful.
