What is those sentence meaning?

This means that you’ve already paid your state tax for the fourth quarter of this year.

You’ll be unable to create a paycheck if you paid your taxes ahead of it. Since you still need to run payroll, we need to delete the tax payment you created. To do this, I suggest contacting our payroll support associates.

Once deleted, you can pay the remaining liabilities for the new payroll you’ve created outside the system at the end of the 4th quarter.
