Why aren't finance charges showing up on customer statements in quickbooks desktop premier 2018 edition?

I have sat up finance charges in company preferences. I have it by due date, and I do NOT have Mark finance charge invoices as "To be printed" checkbox checked because I'm sending the past due customers the statement.

 Under Customer > create statement I have the date set for November 1, 2018. I have selected "All open transactions as of Statement Date", and "Include only transactions over 45 days past due date" selected. I have selected the customers, assessed the finance charge, but when I preview the finance charges are not there.

Any help would be greatly appreciated.

What is the date you assessed the charges? That is used for the date of the Finance Charge invoices.

For this option: "I have selected "All open transactions as of Statement Date", and "Include only transactions over 45 days past due date" selected"

I prefer to use the Date Range, so that customers can see their Payments did arrive, if any, and were applied, and they still are not paid in full. "Only Open" doesn't show Applied Payments.
