QuickBooks requires the Windows regional settings to be set to the United States locale.  Otherwise errors may occur such as unable to open QuickBooks (loading screen flashes and goes away) as well as QuickBooks has stopped working/responding. Windows Regional Settings has also been known to cause the following error in Intuit Statement Writer, There was an error in launching Quickbooks Statement Writer and  with the Fixed Asset Manager, not pulling all assets across and giving a message "out of memory".

Detailed instructions

QuickBooks desktop requires a English (United States) regional setting in order to function properly as defined in the system requirements page. You will need to see if your computer is running a non English (United States) regional setting.

If you do not wish to change your language settings to English (United States), you can see if QuickBooks Online Global would be a right fit for you and if Intuit supports the country of your choice of language.

  1. Look in the bottom right-hand corner of your screen (by the clock) for the Windows language bar to see if you are possibly running a non US based language setting.  
  2. If you see EN, JP, etc (depending on your choice of language), then you will need to verify your locale in Windows regional settings and if change it to English (United States) if its set to anything else.
    • Note:  If you do not see any letters, and just see the system time, the Regional Settings are most likely set to English (United States) already.
  3. Change your regional settings to US:
    1. Windows 8, Windows 7, Windows Vista
      1. On the Start menu, click Control Panel.
      2. Double-click on Regional and Language.
      3. Under the Formats option, make sure English (United States) is selected.
      4. Click on the Administrative tab.
      5. Click the Change System Locale button and make sure English (United States) is also selected.
      6. Press OK and reboot your computer for the change to take effect.
  4.  Once the regional settings are changed back to English (United States), open QuickBooks to ensure the issue is resolved.
