Why can't I make Inactive items Active again?

I use Enterprise Solutions: Manufacturing and Wholesale 7.0 and have some inactivated "Service" type items. I would like to make these items active again, but when I click on the x next to the item, it just opens the item in the "Edit Item" screen. In the Edit screen, the text "item is inactive" is grayed out, and I am not able to un-check it to make the item active again. When I go back to the item screen, and at the bottom click on "Item" the text "make item active" is grayed out there too. Also what is odd is that there are a couple of inactive items, also Service types, that I AM able to change back to active. Any thoughts? I am hesitant to re-create these items if I can just re-activate them.
