On the top menu click on Edit and then on Preferences.

Just to expand on what Memere stated:
Edit>preferences>TAX1099> and then select the company preferences tab.
For each category such as TAX 1099, General, Accounting etc. you will normally have an option for "my preferences" and "Company preferences". Only when you log in as Admin (and I think you have to be in single user mode) can you make changes to company preferences.
