Settings, Client Invoice. Then at the top right, you have several tabs to choose from, with Options being the first one to show up automatically.
There is also one for FORMS CHARGES which sounds like the first one you want. (That one defaults to Federal forms charges, and after you finish with Federal, you can also set the various states which you have on Lacerte.)
You can customize your bills with the other tabs, too, by using Additional Charges, Heading/Footing, and perhaps the one about Print to show what will or won't print with your bills (like printing the form names, printing the prices for each form, or just printing a total and showing no detail).
