When will quickbooks 2013 be released?

Anyone who knows the answer is under a Non Disclosure Agreement and can't tell you. Intuit always keeps that under wraps.
Looking at the past, what they usually do is announce the product in mid September, and make it available only to ProAdvisors in late September. Shipments to the general public usually begin in October. I would say that this pattern is reasonably likely to happen again this year.
I'll be posting an article on the new features of QB 2013 as soon as they lift the embargo on information about it - you can see that in the QuickBooks and Beyond blog at http://www.sleeter.com/blog/
Note also, in general I always recommend that you do NOT jump on the bandwagon when the new product comes out, for production use. It is pretty much guaranteed that they'll have some bugs in the R1 release. Generally I suggest waiting until the January timeframe (sometimes it takes them even longer).

Another reason not to buy and use the newest program right away:
Wait until the tax year is over, as everyone won't have updated to the latest program right away. It is easier to complete the tasks by the deadlines with a known program that you know is installed and has been working.
If you buy the newest program before the end of the year, your CPA or accountant may not also have done this and now your data is not compatible with their program.
While I agree with waiting until tax year is over, I wouldn't necessarily say because the CPA/Accountant isn't up to date. Any CPA or Accountant working with QuickBooks customers should be enrolled in the ProAdvisor program, and should have the most up to date product (since you can have multiple years of product installed in your computer). Those who don't keep up to date are not providing the best service to their clients.

Ha ha ha! Let's just state that I know there are some people who don't buy the newest program or are not taking the time to install it until after Dec of that year, so they don't want clients updating before this. Updating is just not one of the things they want thrown into the mix. Those people running a QB program due to be sunsetted in May are told there is no need to update by this year end and to wait to install the newer year QB and wait to migrate, just to avoid conflicts.

Intuit is releasing it this month. See this article for details:
