Not sure what you refer to -- getting approval from IRS on an e-file, or getting approval from certain states, or trying the phone for technical help, or e-mailing for technical help.
I'm not sure I have the answer in any case, but someone else may have a more definitive answer, especially if we know which of the above possibilities you are referring to (or possibly something else I didn't even think of).
