W-2, Copy 1 - Where to Send

I'm preparing the W-2's & W-3's for my company, located in Michigan. I can't seem to find ANY information on if or where I should send copy 1 (state tax department) forms.This is now a quest with me, since I can't find any specific information on the IRS or Michigan State Treasury websites.What am I missing???Thanks,Sally

Copy 1 should go to the employee.  When the employee files his or her state taxes, copy 1 will be included with the return.

Ok, so copy 1 is to be given to the employee to file with there state tax report, also copy 2? Copy 2 says that it needs to be filled with the employee's state, city, or local. I know to give this copy (copy 2) to the employees but what is the different then with copy 1?

I could be wrong, but I think copy 1 is SENT to the State, City, or local taxing jurisdiction if it is required. Many (most) don't require this.

You woud have to check with the States you file in, and the Cities that have an income tax, and any local taxing jurisdictions to see if they require the actual filing of W2's by the Employer.

Most just require the filer (taxpayer) to include a copy of their W2 if they are claiming a deduction for taxes withheld by their employer.

Colorado doesn't have its own W-2 so it requires Employers to send Copy 1 forms. Colorado provides a State W-2 Transmittal form at the back of the Employer's Withholding Tax Forms coupon booklet. How do you pay your state withholding tax? If you have a coupon booklet, it might include a W-3-type form to use. But it's quite likely that those Copy 1 forms must be filed, somehow, with Michigan.

Michigan seems to require that you file W2's so you wouold send Copy 1 there. If over 250 Employees you are required to file using magnetic nmedia.

Hi All,
I stand corrected.  According to instructions when using blank paper forms:
For each employee there are eight different copies of Form W-2:


  • Copy A to be filed with the Social Security Administration

  • Copy B to be given to the employee

  • Copy C with instructions and Notice to Employee to be given to the employee

  • Copy D for your records

  • Copy 1 (two copies) to be filed with state and/or local tax departments, if required

  • Copy 2 (two copies) to be given to employee


  • When using pre-printed forms:
    For each employee there are four different copies of Form W-2:


    • Copy A to be filed with the Social Security Administration

    • Copy B to be given to the employee

    • Copy C with instructions and Notice to Employee to be given to the employee

    • Copy D for your records

I'm in NJ and I'm doing my own w-2. I wonder whether NJ need me to send the copy 1 of w-2? and Where should I send? Just get the address for any yearly tax return filing address? Thx.

Hey Sally,
I had the same question, but many days later. I did get an answer from my CPA. She said the Copy 1 of the W-2 in Michigan gets filed with the Annual Sales Use and Withholding and the address is provided on that form. State of Michigan....
