Vat return

Is it possible to Change Vat Return from VAT 100 (UK) to VAT 201 (SA)?
 

When I'm changing my VAT Agency Info, I've a warning dialog box stating the following:
"You cannot change the tax return because there are already transactions or VAT items using it.

Go to the manage vaty section and select click on change vat setup. thisallows you to select SA as country. Should have been done during initial setup with QB 2012 but QB 2010 had to be done like this.
