Turn on vat in edit preferences first and it should all be set up.

OPen edit preferences and look into the left hand window scroll down to bottom you should find the icon for Vat there select it and you can turn on Vat.
Just turn it on do not select to use customers & supplier vat codes. leave defaults alone then set the rounding to both.
Now save and Vat is turned on.
Now goto the supplier list find the supplier HMRC and open it for editing in here you fine the tab "Vat info" now open this and here you set the way you account for Vat and the period end dates do not touch anything else.
