Just above the messages is a link (bar w/silver background) that says International, click that and select the country you need
Here in the US we don't use VAT, GST, HST, PST (yet), they will have better answers for you.If I've helped, mark it solved.

Thanks Rustler, I have posted the question to Quickbooks - Australia. Still no answer, but I have the feeling the option is not available. We shall see.

Hey I'm new to this forum but I think I can help. You can't not because QB couldn't do it, but because the Tax office will not allow it. Yolu have to use the official ATO form which is NAT 3092. You can usually get these ones from any Newsagent.
