I have construction company and need to file T5018. How can i file from vendor menu?

The solution
Which version, edition and Release of QB? Press F2.
This is only possible in the Contractors and Accountants editions, Premier and Enterprise Solutions editions, 2011 version.
If you have a version/edition with this feature:
Vendors >> Vendor Forms >> Process T5018s

Do you need a hard copy of the T5018 to summit to CRA? or efile will be fine? doesn't recipient needs a copy as well?

None of my clients file the T5018 so I am not CERTAIN, but it's my understanding that the recipient does NOT get a copy. I suggest you check with CRA - online or by phone.
And for CRA, the eFile is complete - you do not submit any hard copy.
