The first thing I tried, but it will only alow changes to boxes already populated
with an amount.

The solution
When you are in the Review window for the Employee T4, you should be able to adjust any box that can contain a dollor value. It should not matter if the box already has a value or is blank. All you need to do is double click within the box, not the box title. As you move your mouse pointer around in a box, please notice that the arrow will change into a magnifine glass with a 'Z' in it. It's at this point you want to double click to open the adjustment window.
