Report to upload local income tax withheld for Pennsylvania tax collectors

Has QuickBooks addressed the new local income tax reporting requirements in PA? Berkheimer requires a Comma Seperated File Format - We have exported a file from QB that we customized and Berkeheimer is still rejecting it.
