Progress billing and using inventory

US QuickBooks Premier : 2012: Contractor

We do progress billing but have inventory that we can either ship to warehouse then to job or directly to job. I am not sure how to get the items I have bought out of inventory without creating an invoice but I don't want to bill by each item, i want to progress bill. I have called QB multiple times and they aren't sure what I am trying to do so I haven't gotten this issue resolved. There has to be a way to use progress billing while still getting the items out of inventory and sent to the job without actually including them in the invoice.

I was told to click on "add time/cost" on the invoice and add the items there. but then the invoice has both the progress billed as well as the items and that won't work.

 no add/cost will not work

basically in QB you have  a choice

put the items on an invoice at a zero price, or

create a parts invoice, same invoice number but add a -P, and list the inventory items there at a zero price, or

use inventory adjust, set the adjusting account to COGS, and lower the qty of the items used, select the job name on the adjustment screen
