is there a template within Quickbooks 2011 to provide a customer with formal price quote. Have a school district that no matter what I send, they keep asking the same question, "send us a quote".

You can use the estimate form, amended.
First turn on the estimates function: Edit > Preferences > Jobs & Estimates > Company preferences: "Do you create estimates? - click Yes.
Then customize your estimate template (Lists > Templates). Click on the estimate form to be used then Templates in the bottom left; check Estimate.
Now double-click on the "Copy of" template to customize. Make any changes necessary, change the title from ESTIMATE to QUOTE, save.
