This error occurs when one of the QuickBooks Product Update file is damaged or did not install properly. When this happens the payroll updated will not install correctly and thus receving the Error 15271.

I have done everything that has been suggested-user account on and off -reinstall quickbooks-user account numerous times on and off-and there was something else but I am frustrated at this time and ready to give up. I gave feedback to Quickbooks but in my opinion this is not something I caused yet I am going over the edge as I am not a techy geek.
Thanks for trying to help I will call qb wed as a final step.
