PA Local Earned Income Tax (Berkheimer) - Sch A Deduction

I am preparing a return for a PA resident. He is telling me he needs to file a Berkheimer Local Earned Income Tax. He claims this is not deductible on the Federal return. I don't see why this could not be deducted as a local tax on Sch A.

What he paid last year is deductible on this years return as a local EIT.  What he pays this year will go on next years.

Other than that you are correct - it is just a local income tax.
