You should then look to choose a key phrase that describes your business, that others are searching for, but the online competition is low. Google can help with that.
After that, I would strongly recommend starting a relevant links campaign, and combine that with a Pay Per Click campaign too.

Can you guarantee me a top 10 positioning - the answer should be No. There are no guarantees, but they will keep on working at it and looking at the resuls and tweaking accordingly.
Tere are many companies out there, ask them for references, ask for case studies. they should also ask you a lot about your company, and may do some analysis for you as well in advance. (We would).

Natural SEO
First off, good seo takes a lot of time. Full time, not just passive work here and there. With that said, you can still rank high and quickly, if your competition is weak. That oftens happens if you're targeting some local community/service. A great free tool to check on your competition is the SEOQuake toolbar.
A bit about SEO:
There are both on-site SEO factors and off-site SEO factors.
The way you appear to search engines crawlers is very different from the way you appear to your visitors, and even if your visitors can navigate your site and find relevant content with ease, doesn't mean that the bots can.
For on-site SEO focus on the keywords you use in your URL and on page. The size of your page, and the placement of relevant keywords close together. (that's in addition to the great advice given by spense and logan above)
For off-site SEO, you need to have backlinks. The more the better. Each backlink is like a vote for your site. The trick is to have the proper keywords in your anchor text (the keywords you want to rank for) and to have those links do-follow, NOT no-follow links. That way spiders crawl them. It helps also to have higher page ranking sites.
