I am sorry that you are having this problem.
This error is usually related to failure of external components like Flash or .NET. Posting the error message will help us point you in the right direction.
I found that unistalling MXSML drivers and then running the Simple Start installation fixes the problem. See my thread dated 11/18/2009.
I searched through everywhere and could not find an answer. I even had a chat with Turbo Tax support, but it did not help. It installed well on Vista. So, thinking of upgrading to Windows 7, I got the Windows 7 advisor downloaded, but it failed to install .NET Framework 2.0. So, I deleted most of the .NET files in c:\windows\microsoft.net\framework directory and rebooted (it would not let me delete the v1.0.3705, so I only deleted whatever folders I could). After rebooted, I installed TurboTax 2009 and it worked. I did get PC Medkit and SpeedyPC to clean the registry and rebooted but it did not seem to help.
There was also a possibility it was because of the conflict with my IOGEAR USB external VGA driver. I had to disable it before Turbo Tax 2009 will start up after it was installed.
I purchased two versions of Turbo Tax 2009 (Home and Business) and (Business). I got the Error 1603 during the first installation. I tried all the suggestions with no luck. I found a post where someone mentioned to go into task manager processes, click show all processes from all users, and kill the process tree for msiexec.exe (Microsoft Installer). I had two copies running and killed the first--both stopped. I then re-ran the installer and had success installing the Home and Business Version.
When I installed the business edition of Turbo Tax, I got the same 1603 error. This time, I killed the msiexec.exe processes right away and the software installed.
Both installations went through the updating portion fairly quickly after starting the install and stayed on the 22% mark on the installation page for quite a long time; however, I waited it out both times and had successful installations. Hope this helps.
