Where are you seeing "no operating system"?
No software will run on a computer without an operating system.
QB is never sold "with an operating system", you must provide your own.
Yes, QB Premier 2012 will run with Windows 7.

I haven't seen this before and wondered what they were talking about. Usually, the ad tells you which o/s it will work with.

As this is an ad on Amazon.ca, you should contact International Focus Press, the company that posted the ad.
Intuit wouldn't know what someone selling there product means by Platform: No Operating system.
Also, if you are thinking of purchasing from them, you should confirm that they are selling the Canadian version of QuickBooks as they are a U.S. Company.

No operating system? Are you talking about QuickBooks Online edition? QuickBooks Online is currently available in US (for international markets, we have QBO for UK and SG as well!), but for Canada, it is not available yet.

The solution
That is clearly a typo on Amazon's part. All QuickBooks product (and any kind of software) will require an operating system to run. Even the Online editions requires a browser which runs on a operating system.
