With QuickBooks 2011? If you don't ALREADY have a subscription to QuickBooks Attached Documents, then you cannot enroll. They are discontinuing it and not allowing new subscribers.
You can upgrade to QB 2012 to get the feature, with local storage only, for free.
You can buy a third party addon that would work with QB 2011. Here are two review articles about some products that would work, there are many more than this available.
