I don't have the disk in front of me but if you go into the qbooks folder on the CD you should see a file called quickbooks.msi run this file and tell me if this solves your problem.
starts installing and then gets an error 1311 can not find data1.cab file on C drive - I found the files on D drive on the CD - next idea please?

Yesterday I was getting exactly the same error message as you when I was trying to install QB Basic 2005 on XP. I tried to follow Randy's suggestion, but there wasn't a folder named 'quickbook.msi'. However, his suggestion did give me an alternative to solving the problem by opening the file a different way.
I had been left clicking on the QB CD icon on the D: drive to open the installation program. The screen would open directly on the green Intuit screen with the "Install" choice. When I clicked on "Install", I would get the "error - needs Adobe Flash 7 installed". I installed it, but kept getting same error message.
I was able to complete the installation by doing this: from My Computer, right click on QB CD icon for dropdown, click 'open', double click QBooks folder, double click Quickbooks (icon w/CPU, monitor & disk - this is the Windows Installer Package). When I clicked on that icon it opened a different installation window (it bypasses the original green Inuit window). From there it was so simple, I was very relieved.
Hopefully you have been able to install by now, but thought I'd go ahead and post the solution that worked for me in case someone else out there has the same problem.
