How to solve quickbooks setup has detected that an installation/uninstallation

QuickBooks Singapore

Warning:
Quickbooks Setup has detected that an installation/uninstallation of an application may not be complete. Please restart your computer and then install Quickbooks. You must restart your computer before you can install Quickbooks.

Well - doesn't matter how many times I restart it - it says the same thing. I also cannot re-install either.
