Per QuickBooks:
Multi-user mode lets more than one person work with your company file at the same time. You must purchase multiple QuickBooks licenses to permit multiple users.

My understanding is that it's one license per unique login. So, if you plan to have all your machines using QuickBooks simultaneously, yeah, you'll need one per machine. However, I've been with organizations before that used a library system for laptops, for example, and in a case like that you'd probably just use your desktop QB login for the laptop you're working on, since all members of the organization are already registered to a desktop.
