This is not a QB issue. This has something to do with your Windows system and computer setup.

Have you installed Microsoft OneNote on your system? If you don't use it, you may still have it installed as it comes as a part of some editions of Microsoft Office.
One of the options when setting up Microsoft OneNote is to have it set up a printer driver. I believe that the OneNote printer driver conflicts with the Intuit PDF driver in some situations.
Deleting the OneNote printer driver from your Windows driver selection may help. You may have to reinstall QuicKBooks (do a "repair" of the installation) to get it to work right.
