From the QuickBooks side, you need to remove the 'Release Date' and 'ROE Code' from the employee's profile so that you can pay them again.
As for Service Canada, if you sent them the ROE, you should probably call them to have that ROE cancelled.
FYI - Your community profile shows you are using 'US QuickBooks'. You may want to fix that to avoid confusion

Also - I issued a final pay cheque that will not be used, do I go into employees and delete the cheque then void the cheque number?

The ROE is just a report so there is no need to delete it.
If the final pay cheque was not given to the employee, then yes, you can safely delete or void the pay cheque....your choice.

The ROE is not saved in QuickBooks.
If the cheque is not going to be given to the employee, you can Void it. Do not delete it.

What this msg is trying to say is that if you created pay cheques after creating the one you are trying to delete, the YTD info will be incorrect. However, any new pay cheques you create going forward will be correct.
To void the cheque, click Yes.
