how do i record payroll liability payments other than by check?

When you create the check to pay the liability you can change the account you are paying it from.  Just change it to your credit card account

Because this creates a check, you can't change it to a credit card account. But, click on the Expense tab and post the full amount of the check as a negative, posting to your credit card account. Recalc this check and put "CC" in the check # field, to remind yourself that this $0 check isn't an error, that you transferred the payment to show as being on the credit card instead of from a checking account.
