How can I stop a user from changing the Chart of Accounts?

US QuickBooks Premier : 2009: Standard

They are using Premier 2009 General Business edition. Is there a way to keep the chart of accounts as is and prevent users from changing them?

Under the Company Menu is a Set up Users command, take a look there at the different levels of access available for user roles. First setup your own Admin username and password and then find the role that does not include access to the chart of accounts and set up a user name and password for it. Now let the other users know this new restricted access username and password for logging in to the company file. This will stop any changes. If they need to make a change they will have to come to you to make the change.

When you set up user access there is an option for Sensitive Accounting Activities but it does not specify chart of accounts activities. The issue is, this person may need to make some journal entries so I can't shut off their access to that as well. I was hoping that I was missing something but maybe not?
