I do not have 2005, however you first need to set up Items (search the help menu for detailed instructions) to track the costs such as fuel.
I am a bit confused with some of the terminology you are using, do you own the trucks or do you have leased trucks?

Here is an idea -
Create a class for each state and a customer:job for each truck, unless you are using these for other types of tracking.
Then, perhaps. . .create items and/or use the vehicle mileage option in QuickBooks.
I would have to get into your file and play with various options to see what works best for your particular tracking/reporting needs.
