IF BOX 1 IS ZERO ON FORM 1098-t AND BOX 2 HAS 22630 IS THERE A DEDUCTION FOR TUITION PAID

That depends. Did you ask your client if they actually paid any tuition for the year. 1098Ts aren't always the most accurate forms.
By the way, isn't it a little early in the morning to be SHOUTING so loud?
Ann Marie - no problem. It actually isn't about the shouting, posts are harder to read when they are all in caps. Glad you got your problem solved.

A substantial Number of the Educational Institutions do not input the amounts paid by the person on the 1098-T , In asnwer to your question if the Tuition was paid the you would key in the amount paid and if all other qualifications are met then there would be a deduction
Where within Pro Series do you actually enter the amount paid if 0 in box 1? (box 1 is always 0 and this 1098T is useless, really). Where I tried to input requires an override entry, so I'm not seeing or missing something.
Go down on the 1098-T worksheet to Item 2B and it will ask you to enetr the amounts actually paid and once entered it will flow properly
