A sales tax code is assigned to a customer, and if they are Taxable, then the sales tax item is assigned to them, that matches their taxing authority (city, county, or both as a "group" tax items). So you can get the combination of a taxable customer sold both taxable and nontaxable goods and services, and the taxes are computed appropriately.

QB doesn't do this well (actually, it doesn't work at all if you worry about accuracy). Florida and a few other states have such complicated rules for taxation that you either need to buy expensive accounting software that is programmed to manage these sales taxes, or you need to subscribe to a service. The best service for this is Avalara at http://www.avalara.com. Most accountants with clients in Florida and other states that have created ridiculously complicated sales taxes advise Avalara as a solution. These states have placed an incredible burden on small businesses that can't afford the expensive software required to track taxes accurately.
