Exporting lists from QB 2007 to import into Enterprise Solutions

I am trying to export Lists from QB 2007 to a new QB file in Enterprise Solutions via .IIF files but the process does not seem to be working - followed directions explicitly....any ideas?

(Due to errors within the 2007 software we can't simply pull the file into Enterprise Solutions, but will need to recreate the entire file.)
