The solution
They are two differant programs one which displays Quickbooks in English and the other which displays Quickbooks in French.
The data is not interchangable between Versions.
Also the French is usually two or three versions behind the English Version.
PME has nothing special for Quebec other the the language of display.

In the English Version there is an option in Edit > Preferences > Chequing > Company Preferences to Display cheque in French.
