Have you tried using the in-product Clean Up Company Data tool. It's not perfect, but may give you what you're looking for.
If you want a 'new' file as of 1/1/09 however, you will probably need to look into 3rd party software. I've use the one as www.q2q.us and they seem to work well. You can also look at www.marketplace.intuit.com for others.
