No.
I am not aware of any tax provision that makes child support a "pre tax" deduction.
It is a post tax dedcution, after all withholding taxes have been calculated.

No, it is not pre-tax. It reduces takehome pay, is all. The employer is forced to be the banker. There is no tax benefit to not paying child support.
It is a Wage Garnishment, deducted from Net Pay, with tax tracking as None.
