Post the full amount of the "Outside contractor" expense. Then, minus the garnishment, using a liability account.
Then, when you remit the child support, write the check, using that liability account.

so, are you saying set up an item for child support tying it to an expense account and use that when deducting from the contractors check
then set up another item account for paying it that ties to the liability account?
