You first need to edit the vat items to apply the correct rate then edit the subsequent groups & or codes to read correctly the rate in the text so it is not confusing then apply see the Vat forum at top for detail on this.
If you have the latest upgrade and correct install this really should not be necessary. All the standard rates are there.
