Can't run summary payroll reports to Excel

I cannot export any excel files associated with payroll forms.

I ran the repair utility for excel 2007, then an upgrade to excel 2010, then a repair of excel 2010 and lastly a full uninstall and new install of excel 2010, all of which didn't work.

The QB on my two other network computers exports with both excel 2007 and 2010 version. I updated the QB trusted publisher certificate. Copied excel templates from properly working network pc folders to "bad" QB template folder. I have run through every fix I could find here and on the web.

At this time I am wondering if i should reinstall the latest major update or completley uninstall and reinstall QB Pro 2009. Running 64 bit Windows 7. The only mentionalble thing I saw since this first started was that my report name for certified payroll no longer says 'new' and the error specifically cannot find the 'new' file. I have attached a picture of the error message.

This isn't a QuickBooks issue, but is a system issue.  Your system has no default action for launching XLT files.  You can add this in windows explorer (not internet explorer) but starting at Tools | Folder Options | File types. Find XLT, then click Advanced, then add a "New" action and choose Excel as the program to launch.
