In this case, you need to turn the feature on in QuickBooks preferences, from the Edit menu.

In addition to setting the 1099 preferences from the EDIT menu (select YES in the Company Preferences tab) you will also need to have set up each vendor with the appropriate notations in the EDIT VENDOR screen. The 'Additional Info' tab must have the box checked for "Vendor eligible for 1099" and the Tax ID should also be populated. If you have not yet 'mapped' the accounts for 1099's, you'll need to do that also. (This tells QB which accounts you are posting payments to which include payments for 1099 recipients). Hope this helps.
In mine if I go to reports center then click on vendors/payables, there were a couple of options for 1099's such as reports, details, etc.... One of those options was 'print 1099's'.
