Go to Company Menu > Planning and Budgeting > Set up budget.
Remember however, that not all versions of QB have this feature.

Try not to confuse "versions" with "editions".
All versions have had budget features for as long as I can remember - but not all editions. Currently the Canadian EasyStart edition does not have budget features, but all other Canadian editions do.
