Hi jerikim,
The “open purchase orders by job” could show all backorders, depending on your procedures and definitions.
For example, if you receive a sales order, and some (or all) items on the sales order are not in inventory, you might create a purchase order from that sales order. By doing so you would be “backordering” the item (depending on your definition of backorder). And, then the open purchase order by job report would show this item (and all others ordered from a sales order).
