I would like to know when I print an invoice, all the particulars are on the top of the page but the total amount is all the way down on the bottom, can that be brought up to be totalled right under sales tax?

The invoice total is a field unto itself. (Look at the "Fields" section of the "Invoice Fields" palette in Layout Designer.) The sales tax total is fixed in one place as the final "item" in the "Columns" section (again, see LD); it cannot be customized.

While you can move the "Total" field around (by customizing an invoice template in LD), that won't affect where the sales-tax total displays in respect to the invoice total.
