employees responsible to pay deductions

i have 20 employee's make no deductions is their forms available to make them responsible to pay.

Sounds to me like you need to dig into the difference between an employee and an independent contractor and who is responsible for what.  I suggest you start with this IRS website.

If your employees must come to work at a specific time and stay until a specific time then they are employees and you as an employer must pay all taxes and deductions including contributing to your state unemployment insurance and workman's compensation. Now taxes, state and federal are deducted from employees paycheck as is medicare and social security. Your unemployment insurance payments are paid to the state by the employer and are not employee deductable. Workman's compensation is something the employer must pay for from an independent insuring agency.

I don't know how long you have been in business but if you have that many employees you  should consider using a payroll service that takes care of all your deductions and quartely reporting as well.
