Should I apply a contingency charge on estimates for foresight of possible problems?

Should I apply a contingency charge on estimates for foresight of possible problems. However, if no problems/extra costs occur, should I remove the charge, or just discount?

 What kind of business are you in that there is such a risk of unforeseen problems that you can't depend on your estimate?  Sooner or later everybody has a job that doesn't turn out profitable.  The idea is to maintain profitability over a period of time.
