Listing forms used with "Flat Fee" on Invoice

I have run into a problem with Invoicing.When I select Flat fee, I cannot get a list of forms used on the invoice by simply checking box 3C and not getting the forms fees added to the invoice even though it says it won't. Anybody got a fix, I don't want to have to zero out the per forms price on each client when I want to do this.
