I wanted to start doing taxes for people with the pro series basic, do I need to be certified just to start doing 1040 for people and start my own bussiness?

Check out Circular 230 on the IRS web site. It outlines who may practice before the IRS and who cannot. If it says that you cannot practice, it does not mean that you cannot do tax returns for other people. You just are not allowed to represent them before the IRS should the IRS wants to audit the return you prepared.

In the state of California, you need to be a "registered" tax preparer. Initial education required I believe 45 hours, then 20 hours every year. You also need to be bonded. If you charge for tax preparation without being registered by the state you can be prosecuted! Visit the website, www.CTEC.org for more info.
