do you need to pay federal unemplyment tax  if you do not work for the goverment

Yes. It is a federal tax just like social security and medicare employment taxes.  If you paid wages of $1,500 or more in any calendar quarter in 2008 or 2009, or you had one or more employees for at least some part of a day in 20 or more different weeks in 2008 or 2009 then you are subject to the tax. See Publication 15 available at irs.gov for all the details.
